District 64 is mainly an agriculutral district, with a Democratic bent unlike the other Eastern Plains districts. This is likely due to a large Hispanic population that settled parts of the area before the land was annexed into the United States in 1845. This can be seen the city names, such as La Junta , Trinidad, and La Veta. Most of the cities and population in this district follow the Atchison, Topeka and Santa Fe Railway, the second transcontinental railroad in the United States. This mainly follows the Arkansas River in the Eastern plains, and area near I-70, which was a prime farming area, with runoff from the Culebra Range feeding streams for irrigation and water. In the past, mining has occured for both gold and other metal, but is currently at minimal levels.
