District 18 is the center of Colorado Springs, connected to the city of Manitou Springs. Colorado Springs was founded in August 1871 by General William Palmer, a Pennsylvanian Quaker with the intention of creating a high quality resort community. Colorado Springs' present downtown location to the east of I-25 is due to the dislike of nearby rough-and-ready Colorado City and its many saloons. This area is home to some of the best attractions in the area, including the Garden of the Gods and the Pikes Peak Cog Railway.
